Skill description exceeds new 250-character limit in Claude Code 2.1.86

Claude Code 2.1.86 introduced a 250-character cap on skill descriptions in the /skills listing (release notes):

Skill descriptions in the /skills listing are now capped at 250 characters to reduce context usage

The plannotator-compound skill description is 455 characters, so it gets truncated. The lost portion includes trigger phrases and the "do not trigger automatically" instruction.
