Make Pi browser review and annotation sessions async

Summary

• add async browser decision session helpers for Pi review and annotation flows
• let Pi commands return immediately after opening the browser so chat can continue while the UI stays open
• preserve existing feedback/approval behavior by forwarding the eventual browser decision back into Pi when the session completes
