chore: update chart readme to recommend newer versions of Helm (not 3.2)

For context:

The documentation for deploying RHDH is missing information for both upstream (backstage/chart) and backstage-showcase docs regarding the required Helm CLI version. This has led to parsing errors during deployment, particularly with Helm 3.6.

As per the discussion with Tomas Kral suggested fix:

• To include a section in both upstream (backstage/chart) and
• backstage-showcase docs specifying the minimum required Helm CLI version for deployment.

The recommended version is last stable version (3.13) and minimum version should be 3.10.

sorry @nickboldt, missed the PR! Is it possible to get more information about the warnings? Are the warnings caused by this chart?

Apparently someone tried to install RHDH 1.0 using helm 3.6 and the RHDH helm chart (which depends on the backstage one) and it failed. I don't have all the details but this is the (now deprecated) script they followed https://gist.github.com/rhdh-bot/63cef5cb6285889527bd6a67c0e1c2a9
