Bumps the @backstage-community/plugin-acr package version and publishes the corresponding release notes for the previously completed MUI → Backstage UI migration in the ACR plugin workspace.

1.25.3entry to the plugin changelog describing the MUI → BUI migration. - Remove the consumed Changeset file now that the release has been versioned.
