When one chooses to run TechDocs in local mode in a container, it's tempting to copy/paste chunks of our Dockerfile into a Backstage Backend Dockerfile. ...However doing so will result in difficult to diagnose errors when plantuml is used.

This is a heads-up to such copy paste cowboys.

Closes backstage/backstage#5712
