Fix typos in Enforcement section of CODE_OF_CONDUCT.md

Description

Fixed three typos in the Enforcement section of CODE_OF_CONDUCT.md:

• Added missing word "reported" — "may be by raising" → "may be reported by raising"
• Capitalized "github" → "GitHub"
• Fixed missing space "aresponse" → "a response"
