Balanced will be returning some funds to borrowers who were liquidated recently. We need a contract that can claim a disbursement from the Emergency Reserve, then track claims from eligible addresses.
This can be a general contract that allows a group of addresses to claim reward amounts. Funds could come from emergency reserve or DAO fund. We can couple this with a vote method that would approve the disbursement list of amounts and addresses.
