Added a missing CLI command for querying validator status

bandd query oracle validator [bandvaloper-address]

# status:
#   is_active: true
#   since: "2021-05-14T04:50:00.000000Z"

Fixed: BAND-390

Implementation details

The PR just add missing CLI command so, the source code can describe itself.
