Update system contracts in T3 after v0.1.2 release #218
Description
This issue is an epic that should be completed after v0.1.2 is released and deployed on T3 testnet. We need to take care of the system contracts:
- Update all system contracts (changes were made by systemcontract: optimize gas cost #195 and systemcontract: add transferVote method #182).
- Deploy native Treasury contract following the procedure described in https://github.com/bane-labs/go-ethereum/pull/184/files#r1577428509.
