Problem\nThe additive load-more policy was implemented repeatedly across the limited pickers, which made the shared behavior harder to follow before extending it to releases.\n\n## Solution\nIntroduce small shared helpers for the visible, fetch, and next-limit calculations and reuse them across the existing PR, issue, CI, and commit pickers.
