Add Code Style Checks with Ruff Formatter

Hello,
We (@wearepoppins) are a new customer of Basalt and would also like to actively contribute to the open-source python SDK.

Description:
To improve code consistency and readability, I suggest adding the Ruff formatter integrated with GitHub Actions for automatic code style checks.

This would serve as a good first issue, and I'd be happy to take responsibility and submit a PR.

Potential follow-up issues I could contribute on:

• Adding an asynchronous client implementation using httpx transport.
• Introducing context managers for monitoring objects.
