Board scrolls on its own when hovering a card or expanding a column

Noticed the board scrolls/jumps on its own in two situations:

1. Hovering a card that's only partially visible: the column scrolls
   to reveal it, even without clicking anything.
2. Clicking a column's expander to open/close it: the board shifts,
   especially right as the column animates open.

Both are small but noticeable in Chrome. It seems to be happening with
"reduce motion" turned on at the OS level - with animations on, the
scroll gets absorbed into the column's own open/close transition and
you barely notice it; with them off, it happens as one abrupt jump
instead.

Dug into it - navigable-list (the controller behind card
selection/keyboard nav) scrolls the page and moves focus whenever an
item gets "selected", but that also happens for hovering a card and
for the column expander's click, neither of which is really a
navigation action.

It does not render the application un-usable but the jumps are annoying and the
broken UI renders user unable to read column names or other details.

I have tried a fix myself and it seems to be working fine, if this is considered a valid
issue I'll open an Issue followed by a PR for the same.
