Pre-commit's black hook was passing only --line-length=100, so it
ignored pyproject.toml's target-version. CI's standalone black reads
pyproject.toml and applies py310/py311/py312 normalisation, producing
slightly different output and breaking CI on commits that passed local
hooks. Switching the hook to --config=pyproject.toml makes a single
source of truth, and reformats the two files that drifted.
