403 means you've been denied access to the server in question, this is out of the scope of Bazaar.

I found a way to fix it by setting up a local server.

1. download https://ciscobinary.openh264.org/libopenh264-2.5.1-linux64.7.so.bz2 using wayback machine (https://web.archive.org/web/20250000000000*/%20https://ciscobinary.openh264.org/libopenh264-2.5.1-linux64.7.so.bz2)
2. open the downloads folder in files where you have the downloaded libopenh264-2.5.1-linux64.7.so.bz2 file
3. right click anywhere and press Open in terminal
4. type in sudo python3 -m http.server 80 - this creates a server in your downloads folder with port 80 which is what Bazaar wants. Keep that terminal open
5. open a new terminal window and type in sudo nano /etc/hosts - this opens a terminal text editor
6. add a line at the end of the file 127.0.0.1 ciscobinary.openh264.org - this will make it so that when bazaar tries tp download that file, it downloads it from your downloads folder. press ctrl+o and enter to save.
7. now go to bazaar and download all your apps

at the end remove the 127.0.0.1 ciscobinary.openh264.org line from hosts and close the servers terminal
