This change adds the
.bazelsuffix toBUILDandWORKSPACEfiles for better IDE integrations. Additionally, it moves//:platforms.bzlto//perl:platforms.bzlwhile leaving all the same symbols in place.Note that no change in behavior for users is expected and this change should be considered a patch change.
