fix: no Reserved in sacct with newer version of SLURM

if SLURM version >24 the reserved format in sacct has changed to planned.

This gives an error in IRB cluster

There is a branch that is tackling this problem, although - we should ensure retrocompatibility of qmap in our cluster.

Ideally it would be nice to have use planned or reserved based on the version of the user.
