XMSS (and probably also LMS) not available via the bcpqc-addon #2159
Description
"The BC PQC Addon Provider is an additional provider, BCPQC, designed to work with the 2.0.0 FIPS provider and provides uncertified versions of ML-KEM, ML-DSA, and SHL-DSA."
Can the addon be extended to additionally include XMSS. The problem is that since XMSS is not enabled, if one would want to use FIPS for pre-q algorithms and non-FIPS for pq, one would have to include both the FIPS and non-FIPS provider libraries which leads either to stick with non-FIPS provider or facing the with classpath clashes which are annoying to solve.
