Enable Overwards Tab for Public Institution User

As a Public institution user I want view the file overawards tab of the student view So That can help the student understand their awards, assessments and disbursements.

Additional Context

• Essentially display the same as the Student View of this tab without the top content.

Acceptance Criteria

• Enable authorization paths to the overawards tab for public institution user.
• "Add Manual Record" button must not be present for institutions
• API will not allow the "add manual record" action.
• Build E2E Test
