Ministry - Search Institutions (location code)

User Story
As a ministry user, I need to search for programs by more than just name within each institution to be able to (quickly) assist Institutions. This involves having a way to search for all institutions or search by institution location code.
Acceptance Criteria

• Update the Search Institution page:
  • Add option to search by Institution Location Code. A positive match will result in the institutions that have a location that match the location code submitted. Exact match, case insensitive.
  • Remove "address" column
  • Add "Country" column to the table output to show which Country the institution is associated with
  • Add "Status" column to the table output to show Public or Private

Technical

• Search criteria to be added as a "and" combination, following the existing behavior.
• Adapt existing E2E or create at least one with the new search parameter.
• Ensure search fields are trimmed
• Force input on institution location code to be uppercase
