Parent Declare - Email Notification

User Story

As a student, I need to receive a notification so that I can advise my parent(s) to submit supporting information for my application.

Acceptance Criteria

• New email templates for parent declaration 25/26
• One email per parent will be sent
• Templates will need parent full names (from student app) and application number as additional variables
• Two new templates will be used, one for parent declare, and one for student declare
• Partner supporting user email to remain the same with existing template

Student can declare template GUID: 357ace3c-7a8a-4d49-b1de-f20c0dd5e84f

Parent can declare template GUID: 8832918f-c084-45c4-a360-55606fb24569
