Modified Independent appeal: Student Status / Ministry Updating

As a ministry user and student user we want the modified independent process to be permanent when it gets completed. We want it to be an appeal that can be completed at any time.

Acceptance Criteria

Student Modified independant status

• Create a new status on the student profile page called

Modified Independent Status
- [ ] There will be two options: "Yes" and "No"

• The new status will be visible by ministry users and bc public users (similar to PD/PPD status)
• the new status will also be visible by students in their profile (similar to PD/PPD status)
• Ministry user should be able to manually change the status as a drop down to yes or no (include audit columns of who and when)
  • This should include a required note field, similar to PD/PPD
• The ability to change the status should be restricted to a certain role role-name-tbd-by-dev. This is to be added to ServiceDelivery-Full and business-administrators
