Creator field not nullable #5154
Description
User Story
As a system, SIMS should enforce a relationship in all records that have a creator field.
Acceptance Criteria
- Update the new change request process to add the student id as the creator for change request submissions. (Currently creating as null)
- Update tables to enforce not null on the creator field and fix any areas that are not currently doing it.
- New user (similar to system user) will need to be created to insert into previously null creator fields
- Prioritize application lifecycle tables (applications, student assessments, disbursement schedule, disbursement value, , etc)
- Review actions to ensure all record updates also have modifier fields (by/at) updated.
