Change SOIL badge to ROSO/POFO/PFRS

Jira Ticket: ALCS-2225

Description: LUPs working from the Soil and Fill Panel board would find it really helpful to tell the different between all their soil cards.

Acceptance Criteria

• only apply these changes to Applications (NOI team doesn't need)
• instead of the generic 'SOIL' short-form, use more descriptive:
  ** POFO -> placement of fill
  ** ROSO -> removal of soil
  ** PFRS -> remove and place
• update the badge colours on the card dialog and detailed headers as per the design
• the unexpanded card, search results in Advanced Search, and homepage (cards assigned to me, subtasks)

Alex says this is a priority for her crew. NOI does not require any of these changes. They would prefer to see by proposal attribute i.e. structure, extraction, etc.
