Add option to pay online to NOI confirmation page

Jira Ticket: ALCS-2512

Description: After submitting my NOI, if I want to pay online, I can see the option to do that right away. But if I don't want to pay at the time of submission because the land owners will be paying the amount, I don't have to and I can forward the confirmation email to the land owners.

Acceptance Criteria

• after submitting an NOI, user sees options to either
  ** pay online; -> make this one the most obvious
  ** pay by cheque; or
  ** pay over the phone
