Generate receipt for successful payment

Jira Ticket: ALCS-2583

Description: As the user who just successfully paid for my NOI online, I want to download a copy of my receipt.

Acceptance Criteria

• user can download a receipt
  ** can use CDOGS for this
  ** see attached example of ALC receipt
  ** file type should be PDF
• receipt should definitely contain: 
  ** NOI ID
  ** NOI type & fee
  ** amount received
  ** name on the card
  ** transaction number
  ** transaction date-time
  ** if we can get the last four digits of the card from the API, include that with the asterisks for all other numbers
  ** 'generated on .. ' with the date and time in the top margin, same as we do for other generated PDFs
