Public portal document issues on mobile

Jira Ticket: ALCS-2339

Description: Waiting until ALCS-2544/GH-2309 is done, might just fix this out of the box

Public user accessing documents via the Public Search results on mobile device.

Actual Result:

• Documents dont open/download reliably on mobile.

Expected Result:

• Open: Clicking on the link in the file name opens the full document (not truncated) in the same tab, user can press 'Back' to return to previous page (do not trigger pop-up blocker) -> the way that Safari/Firefox is handling the 'Download' button is actually ideal for how it should be opening
• Download: Initiates download to the user's device
• if you have to, we can have the DellECS uuid string as the tab name/document name

Additional Context

• bug fix to ticket Replace Portal/Public Search document open/download system #2309
• this was tested on iPhone - not sure if tested on xcode
• application is sort of multi-platform
• unlikely any code work needed in this ticket

Estimation is relative to ticket #2309 as this ticket wont be estimated.

Currently, only open links have been updated. The links now all open in all mobile browsers, the tab and focus behaviour is correct, but iPhone still shows truncated PDF's. Android is fine. After some reading, it seems this is a known limitation of iOS. The only real way around this is to use a JS PDF viewer library.

ON DEV, iOS Safari

Public Portal, Application Decision document
Tried to open & download a PDF on the decision in the public portal and I got a new tab with a loading spinner thats left align but cut off. Document never opens or downloads.

The pdfs in the table below seem to open fine. When I hit download and the file opens in a new tab, but I can download it from there so that seems good enough for download.

When I QA'd 2309, I also looked into the mobile issues (but only on Safari) so I think you should look at my QA results there first before continuing with this one.
