Migrate NOI 'Retroactive' field to a tag, remove from UI

Jira Ticket: ALCS-2136

Description: NOI is happy to have retroactive be a tag on the file but they still want the badge on cards/homepage

Acceptance Criteria

• Apply to NOIs
• give all files with 'retroactive' = true the 'Retroactive' tag
• deprecate the link from the submission that flipped NOI retroactive field to true
• If user enters any value > 0 on either of the 'Fill already placed' or 'Soil already removed' tables -> Add 'Retroactive' tag
• update the logic that shows/hides the Retroactive pill to now point at the presence of a 'Retroactive' tag -> if tag is present on the file, show the Retroactive pill on the cards/homepage
• remove Retroactive field from database
