Clean up old document open/download system

Description: This is just a clean up of the old system replaced in ALCS-2542 and ALCS-2544.

Note: this ticket was produced as a result of ALCS-2445.

AC:

• Generally, we can leave backend document-related service endpoints, as they are used for other purposes and some may be useful in the future
• Remove API endpoints related to downloading or opening documents only
  ** Leave upload endpoints as is
• Make sure to remove frontend service methods that consume removed API endpoints

After a pretty thorough survey of many of the open/download sections of the apps, it seems that all old infrastructure is still being used.

For context, the new open/download system could not be implemented as intended (see tickets for details). As such, a lot of the old stuff is still being used.
