After ALCS-2542 is done, allow user to open a document in a new tab without browser focus going to the new tab.
Acceptance Criteria
- user can open a document in a new tab without moving browser focus
- needs to work on Safari, Edge, Firefox, and Chrome
- retain the document name on the tab
