Filter board by assignee

Jira Ticket: ALCS-47

Description: As a LUP, I want to filter the board I'm currently working in to only show work that is assigned to me. OR I want to search for files assigned to someone else.

Acceptance Criteria

• add ability to add/remove this filter to a board in admin menu
• use a migration to add the filters to the following boards:
  • Panel boards
  • Application conditions
  • NOI
  • NOI conditions
• allow user to filter by assignee
  • only show users who are assigned to cards on that board as options in the filter
  • multi-select

First QA Pass:

The name would appear better if it was a concatenation of 'Given Name' + 'Family Name' instead of the 'Display Name' because the last name shows first in the filter field which is less intuitive than the first name. And also the 'ALC:EX' is unnecessary and clutters up the UI. This feature will only be used by IDIR users, so it's fine that bceidboth users dont have values in those fields.

On boards with a card creation button (Inquiries & Regional Planning boards), the Assignee Filter and the Create button don't interact well. Put Create button on the right, and the filter on the left, in the same line.
