- Update Dockerfile to build MongoDB 4.2.25 instead of 4.4.30
- Create mongodb-42.bc.yaml BuildConfig
- MongoDB 4.2 can read 3.6 data files (4.4 requires incremental upgrades)
- Once 4.2 is stable, can upgrade to 4.4+ in a later phase
