docs: bulk download design, async job not stream Public Download All builds the archive on the existing Agenda queue and serves it as a stored object. Sync streaming rejected: /api is proxy-cached, a stored object gets Range/resume, and a stream pins an API pod per client. Corpus measured against prod 2026-08-18: 61,605 docs, ~624 GB, worst project ~10 GB / 2,500 files.
