Unable to move BCEID User to admin

1. Login for an account that use bceid as auth - ie BCEID 0903
2. Login as admin - ie, lxxxxxxxxxx71_0903@bceid
3. invite an user that is not exist yet
4. register for an bceid account, accept the invite
5. Login as admin,
6. approve this user

Expect
Admin should able to change the role of the newly invited user to admin as well

Actual
Admin can only change the role of the newly invited user to coordinator

I thought other BCeID Admin users also needed the Affidavit to be approved, before they can have the admin role assigned?

Yes, they do I think that was part of the test

User 1 - Has BCEID
User 2 - Admin of an org, invite User 1 to org 1 (no affidavit)
User 2 - Admin of an org set user to ADMIN in org (should hit affidavit check) - You should be able to see a task under the Staff Dashboard for BCEID Admin

Update: This issue still occurs even when the affidavit check is passed.

Steps to reproduce:

Log in as User 1 (an admin) within a BCeID organization that has multiple admins (e.g., both User 1 and User 2 have passed the affidavit check).

Change User 2’s role from Admin to User or Coordinator.

Attempt to change User 2’s role back to Admin.

Expected Result:
User 2 should be able to be set back to Admin.

Actual Result:
User 2 cannot be changed back to Admin.

If the user invited is BCEID and they need to be toggled to ADMIN, we check the verified flag, if it's true we allow them to become an ADMIN (at that point they already completed an affidavit)
