MHR API: Add Lawyer/Notary Access to Remaining Transfer Due to Death Registrations

Allow lawyers/notaries to submit the following registrations for staff review:

• Registration type TRANS_ADMIN, TRANSFER TO ADMINISTRATOR – GRANT OF ADMINISTRATION, document type LETA
• Registration type TRANS_AFFIDAVIT, TRANSFER TO EXECUTOR – ESTATE UNDER $25,000 WITH WILL, document type AFFE
