Create UI: Revise Certified By - Incorporation Application

• add Completing Party Statements section into incorporation application. Client version prepopulates the logged on user name. Staff version allows the staff member to type in the legal name of completing party
• use the Certify component for Incorporation Application (see Design Ticket)
• feature flag new stuff so that it can be merged ahead of the other completing party work in this filing

NOTE:

1. This wording requirement is unique for this filing and differs from that requested for all other filings.
2. Review how its handled in firms to replicate similar model for capturing completing party information

Refinement notes: Do not need to allow for search by completing party publicly, but this field is currently required to be stored in the DB and used for DBC matching. Review if completing party is submitted in a single field for firms to seek input into whether this design is sufficient and can be used for storage in the same way as firms, or whether this is a change and requires related back-end tickets.

@forgeuxGH5 for verifying font-size is the same in the certify/comp party stmt text as the sub header info - it is NOT the same. It looks like it was intentionally set to be smaller inside the certify component (its been this way for 5+ years in the common component) and I had the comp party stmt follow it.

Which size do you want me to follow? I'm assuming you want it all set to 1rem (sub section header size)?
