Business API: (Amalgamation Application) Add Validation to Short-Form Amalgamations to Reject nrName when Supplied

Description

For short-form amalgamations (horizontal/vertical), the resulting business is required to adopt the name of the primary/holding business. However, the backend currently accepts nrNumber in the name request for these amalgamation types without error, triggering unnecessary Namex validation calls that have no bearing on the outcome.

QA Notes

• Posting nrNumber on a horizontal or vertical amalgamation returns an error
• Posting nrNumber on a regular amalgamation continues to work as before
