DRS API - Add Endpoint to Replace Application Reports

There is a missed business requirement to replace an application filing report for an existing record when the filing data is updated such as when a BN number is assigned with a a new business.

• Update the DRS API spec.
• Add new PUT endpoint /doc/api/v1/application-reports/{productCode}/{identifier} where {identifier} is the unique DRS id returned from a previous GET call
• Also add certified copy for additional FILING_* report types (a business filing can have multiple filing reports).
