[MDS-6757] - Refactor parties redux

[matbusby-fw]

Objective

Convert the disparate parties redux components into a cohesive slice and update their usage throughout the application.

• Created partiesSlice.ts
• Moved actions, reducers, selectors and all redux logic into the new slice
• Removed tests for the old versions of these and re-implemented them within a partiesSlice.spec.ts file
• Updated usage of all actions, reducers and selectors to match the new pattern
