Reduced the number of calls the frontend need to make to /citizens, since we can utilize the update_active_citizen websocket event Increase the cached time for OIDC calls Added active citizens to call to /me so we don't need to continually parse entire citizen list Reduce the scope of some update_customer_list calls to be only the caller, instead of the entire office Removed an unnecessary call to `logIn` from Login.vue
