Update to Tenant UI libraries to address security warnings and dependabot. (not adjusting Python dependencies, those can be included with Patrick's PR that will upgrade aca-py, or after that)
Update FE, BE and address some changes due to library updates, left out ESLint as that has nested issues for now.
