Load factors for National Annexes #61
Description
Currently the load factor for permanent actions in ULS is set to 1.35. For the Dutch National Annex, ξ=0.89 which results in γ=0.89*1.35=1.2. The load factors seem to be hard coded in BeaverCore/Actions/ULScombinations.cs.
