Policy enforcer is ideal (opapolicyenforcer plugin). e.g. https://github.com/beckn/DEG/blob/main/specification/policies/p2p-trading-interdiscom.rego enforces buyer meter Id as mandatory. Please feel free to reopen if not adequate.
