Pre-commit configuration is based on abandoned project

Referenced configuration support project have not been updated in 4 years, and the underlying formatter (cmake_format) have not been updated in 3 years and maybe abandoned.

Same applies for:
https://github.com/beman-project/optional26/blob/4c5cd80a337decdbeaaba26ee1b2b65359c8316c/.pre-commit-config.yaml#L39-L46
Which have not been updated in 4 years, however we might get away with this because this project is just an wrapper for calling underlying formatter.
