Added missing SPDX-License-Identifier headers to infra, CI, pre-commit, markdownlint, CONTRIBUTING, port and cmake config files (Config.cmake.in header reordered to put SPDX first). Updated infra/.beman_submodule commit_hash to 9bd493ce12ba5b7b01bc777f35d1e08a16889a90. Added .beman-tidy.yaml config file (non-exemplar variant with no disabled rules). Bumped infra-workflows to 1.7.1, bumped infra/.beman_submodule to 66b4f0cdf527cb66bfe2f009f0d2b0ceb56d2cd0, switched module/BMI install paths to CMAKE_INSTALL_DATADIR, and added infra/cmake/enable-experimental-import-std.cmake to support modules. Bumped vcpkg-configuration.json default-registry baseline to 522253caf47268c1724f486a035e927a42a90092 and beman vcpkg-registry baseline to 28992b34d1e39368f5d1214a557fd61949de39fb. Bumped infra/.beman_submodule commit_hash to eb7b7c3688bd8f26ab0c145e3147df9a8f2ec8ce (SPDX header for enable-experimental-import-std.cmake already present in take_before). Bumped infra-workflows from 1.7.1 to 1.7.2 in all .github/workflows/*.yml to pick up the code coverage job fix. Added concurrency group with cancel-in-progress to .github/workflows/ci_tests.yml to kill superseded runs on new pushes. Bumped infra/.beman_submodule commit_hash to d536fc285ae058cf8f5b736b5ff73d18a421b296 and removed @neatudarius from infra/.github/CODEOWNERS (CMake 4.3.3 import-std block already present in take_before). Bumped infra-workflows from 1.7.2 to 1.7.3 in all .github/workflows/*.yml to pin CMake version for MSVC/AppleClang CI jobs. Bumped gersemi pre-commit hook from 0.27.5 to 0.27.6 and beman-tidy from v0.4.1 to v0.5.0 (clang-format already at v22.1.5). Updated README.md badges so Library Status, CI Tests, and pre-commit Lint badges link to the maturity model doc and their respective workflow pages, with each badge on its own line wrapped in markdownlint disable/restore (no Compiler Explorer badge present). Bumped beman-tidy pre-commit hook from v0.5.0 to v0.5.1 to pick up new README.md badge checks. Removed the redundant note in README.md about altering include search paths being unsupported. Bumped beman vcpkg-registry baseline in vcpkg-configuration.json to e1aa5c3c2a46486cc1384d70beab939d76bfe128. Bumped microsoft/vcpkg default-registry baseline in vcpkg-configuration.json to aa40adda5352e87655b8583cfb2451d5e9e276fd.
