Workspace-level cargo test unifies features across all crates, causing rustls to have both aws-lc-rs and ring features enabled (ring comes from hickory-resolver via binstalk-downloader). With both enabled, rustls cannot auto-determine the CryptoProvider and panics. Use builder_with_provider() to explicitly select aws-lc-rs instead of relying on automatic feature detection.
