Project Startup Hotfix

• Cold-start namespace classification fix: project tmux namespace liveness now treats no server running on <project socket> as an absent namespace that should be created or recreated, instead of surfacing a false failed to inspect tmux session startup failure.
• Project lifecycle regression coverage: added backend/state regression tests for the absent-server cold-start path so real ccb -> ping -> kill lifecycle flows remain covered.
• Startup contract clarified: the startup supervision contract now explicitly defines project-socket no server running as a namespace-absent signal during create/recreate decisions.
