Does not work on Lustre Filesystem

I suppose that the case because of FileLock issues. I have tried to poetry install, but I am dealing with FileLock issues. I decided to change the file POETRY_CACHE_DIR=/new_dir but this still results in some packages with filelock issues.

lustre is kinda specific to hpc and a bit complex for me to set up a reproducer.

I was able to come up with a way to bypass this by setting up the environment on my side before exporting the requirements.txt to the HPC. I was able to set it up just using pip install requirements.txt while avoiding the file lock issue. This is definitely not a recommended method.

this should be solved now since we just use pip and pypi packages.
