Update order v2

What changed?

• adds total_tax to the order response body (it was missing previously)
• adds orderFee_Resource to represent the link url we return for fees when not doing eager loading
• updates fees to be either the url link or the loaded nested fee payload
• adds '' as valid payment_status value https://github.com/bigcommerce/bigcommerce/blob/master/app/model/Orders/PaymentStatus.php#L30
