docs: import iManager Phase-14 plan (Scriptor-Integration)#40

Moves the Phase-14 detail plan into Scriptor's docs/, where it belongs. The plan describes the Scriptor-side cutover from the embedded 1.x iManager to the standalone bigins/imanager:^2.0 package — that's a Scriptor concern, not an iManager-library one. Library docs (over in bigins/imanager) must read as if no specific host existed; Phase 14 there is now framed as a host-neutral "First-Consumer-Cutover" release gate, with the concrete cutover details living here. Header updated to point at the iManager-master-plan via a GitHub URL (the previous in-repo relative link broke when the file moved across repos), and to record provenance.
