This CL adds Browser::SynchronouslyDestroyBrowser(), which destroys
the browser via the BrowserWindow::DestroyBrowser() API.
Browser::SynchronouslyDestroyBrowser() is made public for the current
clients of BrowserWindow::DestroyBrowser().
Note:
- This is already public via BrowserView::DestroyBrowser()
- Many clients already call BrowserFrame()->CloseNow() which
functions exactly the same way
This has no behavioral changes. DestroyBrowser() is currently
implemented by the BrowserWindow because it owns the Browser. However
upcoming ownership changes inverts this refactor simplifies the
transition.

…erview In this CL, we add LiveCaptionContainer to switchable container list. This makes the live caption bubble into both alt+tab and overview. The makes it the same logic to the status when the feature initially launched, before a fix http://crrev.com/c/5287705. As it's a generic change, we need to keep an eye on any possible regression and switch to another alternative approach http://crrev.com/c/6809866 if necessary.
